| Moiseev was born in the Ural mountains in Uzbekistan in 1935. He studied at the Benkov Art School in Tashkent and later at the Ostrovsky Art Academy and graduated in 1967. Subsequently, he was taught by the well-known head of the Repin Academy, Mayaseyenko. Moiseev died in Tashkent, 1981.
