| Ovchinnikov was born in Mizhuli (Chuvashia) in 1918. He studied at Kazan Art Collage in the 1930's Alatyr Art College 1934-1932 Institute of Painting, Sculpture and Architecture 1937-1939 Repin Institute under Brodski in 1939, graduating in 1951. During the years 1939-1945 he served his military service. Ovchinnikov was active mainly in Leningrad until 1959 and afterwards in Cheboksary, Chuvashia.

Ovchinnikov taught at He was the Chairman of the Chuvashian Artists' Union in the years 1961-67, 1970-73 and 1976-79. Nikolai V. Ochinnikov was one of the leading Chuvash socialist realists.
